1815-1866 German Confederation
The German Confederation was a union of 39 German states created by the Congress of Vienna to replace the Holy Roman Empire. It was composed of 39 states: 35 monarchies and 4 free cities. The main parliamentary body during this period was a federal Diet under the presidency of Austria. The Confederation ended in 1866 with the Austro-Prussian war.

In 1867 the North German Confederation was formed, comprising 22 German states north of the Main River. The legislature consisted of a federal council (Bundesrat) and a lower house (Reichstag). After 1871, the German Empire replaced the Confederation, but retained a similar parliamentary structure. In 1918, a Republic was declared. Parliament now consisted of an upper house (Reichsrat) and a lower house (Reichstag). This political structure ended in 1933 with the burning of the Reichstag building and the assumption of emergency powers by Adolf Hitler.

1948-1949 Germany under Allied Occupation
After World War II, German political autonomy in the Western zones was first restored with the establishment of L?nder in the British and American zones in 1945. In July 1948, the prime ministers of the L?nder were authorized to convene an assembly to draft and ratify a constitution, after which it would be dissolved. Each individual L?nder drafted a statute setting up a Parliamentary Council, inaugurated on 1 September 1948. To debate the text of the constitution, the Council formed a Central Committee. Records of these bodies were published separately. Indiana University, Bloomington only holds the debates of the Central Committee.
